The OSINTech Constitution

"Our world. Rules by everybody."

This is the vision that guides OSINTech.

By providing services that make rulemaking processes around the world more visible and accessible, we aim to create a future in which more people can take part in shaping the rules that affect our societies.

To realize this vision, we have adopted an organizational model that differs from conventional corporate structures.

OSINTech members, known as O-s (O’s), are free to choose when and where they work. Each member has the autonomy to make decisions and respond flexibly to challenges, together forming a decentralized, autonomous organization.*

What brings together this highly autonomous community of O-s is a shared set of principles: the OSINTech Constitution, consisting of eleven articles.

Our culture is embodied in this Constitution.

The world faces a growing number of complex challenges.

While globalization and technological innovation continue to advance, issues such as environmental degradation are becoming increasingly interconnected, making them difficult for any one person or country to solve alone.

For multiple countries and communities to work together, rules are necessary. Yet because each country and region has its own unique background and circumstances, the effects of those rules can vary greatly.

We therefore need broad, deep, and timely dialogue about the problems we face, the challenges behind them, the measures we take, and the impacts those measures may have—all while seeking to understand one another’s differing circumstances.

To make this possible, we need an environment in which more people can participate in rulemaking.

OSINTech acts through OSINT (open-source intelligence) and technology to help create a future in which more people can take part in shaping the rules that affect society.

The right to participate in rulemaking should be equal for all, regardless of any individual’s or organization’s ideology, beliefs, or convictions. To preserve this principle, OSINTech does not accept equity investment from outside the social sector.

OSINTech is operated by members known as O-s (O’s), who share and pursue these ideals together.

Information within the organization is made transparent and visible. O-s also practice ego management and self-management in order to maintain the health of both themselves and the organization.

As a microcosm of the world OSINTech seeks to create, the organization declares its commitment to remaining decentralized and autonomous.

We work to minimize information gaps arising from differences in when a person joined OSINTech, their role, or which meetings they attended, and we strive to make organizational information as visible as possible.

Our organization is built on relationships of trust, and we seek to keep rules imposed for maintaining discipline to the minimum necessary.

Rather than controlling the organization according to a predetermined management plan, OSINTech moves forward by enabling each O-s to use their own awareness and judgment to respond quickly to constantly changing circumstances.

For this reason, O-s do not act according to fixed job titles. Instead, they take on roles created in response to the needs of the situation and act according to their intrinsic motivation.

When anxiety rises in response to negative events—such as deteriorating business performance or incidents of misconduct—decentralized autonomous organizations are often called into question, and a shift toward a more hierarchical structure may be considered.

Nevertheless, OSINTech hereby declares that we will never abandon the organizational principles and operating model set forth in the preceding Article.
