RuleWatcher is a web-based platform that provides access to a broad range of primary-source information from around the world on cross-border challenges and related policies—without the interpretation of media intermediaries.
Every day, it collects primary-source information published by approximately 2,000 organizations, including national governments, United Nations agencies, and NGOs. RuleWatcher extracts and structures relevant information across themes such as climate change, water resources, human rights, and business and human rights, creating a continuously growing structured dataset for understanding how policies and rules are evolving worldwide.

Masato Oda
Founder & CEO
Masato Oda graduated from Keio University and holds an MBA from Tama Graduate School of Business. He spent six years in Singapore while working for ISID (now Dentsu Soken), an experience that led him to recognize Japan’s limited influence in international rulemaking.
In 2018, he founded OSINTech Inc. and has served as its CEO since its establishment. He also serves as a Visiting Professor at Kobe Institute of Computing.
Oda created RuleWatcher, a platform that automatically collects primary-source public information on issues including the environment and human rights. In 2021, RuleWatcher was named to the Global Top 100 by UNESCO’s artificial intelligence initiative.
In 2022, he established the Tankyu Intelligence Center, OSINTech’s research and education division dedicated to strengthening the ability to understand and interpret global developments.
